How to apply

In order to apply for the HR Essentials programme, you will need complete the form below. Please note that you will need to include your organisations most recent financial information as well as other key information. If you have any questions about the completion of this form, please email hressentials@coolventures.co.uk.

Once your form has been received, a member of the Team will confirm eligibility and agree next steps.

Please note that once accepted on the programme, you may be asked to provide copies of your organisations HR documents where available. Your programme cannot commence until this is received.

Data Protection and UK GDPR


The HR Essentials programme is a West of England Mayoral Combined Authority initiative, delivered in partnership with the Good Employment Charter, Cool ventures Limited, and the HR Dept Bristol and Bath Limited to support businesses across the region.

The West of England Mayoral Combined Authority is the lead authority for this service and your personal data will be passed to them for audit, analytical, and research purposes. This processing of personal data will enable them to understand more about organisations like yours and general patterns and trends regarding businesses in the local region.

The participation in the HR Essentials programme will also involve referrals and the sharing of limited and relevant personal data, to trusted third parties, for the purpose of delivering the support.

We have certain legal responsibilities and a duty of care regarding the processing of your personal data and operate in accordance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act (DPA 2018).

Whenever you provide personal data to us, it is essential that you have the right to share that personal data with us, particularly with regard to personal data that you are providing relating to people other than yourself. It is a requirement of the UK GDPR that you are responsible for the personal data you share with us, just as we have certain data processor responsibilities once we have receipted that personal data.

Part 2: About Your Business (Please provide your Business or registered business address)

Trading Since*
Company number is usually 8 numbers, or 2 letters followed by 6 numbers. It will be displayed on your certificate of incorporation and on your listing at Companies House. You get a Unique Taxpayer Reference (UTR) when you register for Self Assessment. It’s a 10-digit number and may just be called ‘tax reference’. You’ll get your UTR by post 10 days after you register and can be found in your Personal tax Account or the HMRC app.
If you have not been trading for a full 12 months please enter “£0”. If you are not sure, estimate to the nearest £1000. So, for example £4,000, £50,000, £95,000 etc.
Calculate Full Time Equivalent (FTE) by dividing the total hours worked by all employees by the number of hours worked by a full-time employee in a given period (week).

HR Essentials Programme: Subsidy Control Notice

The HR Essentials Programme is an initiative of the West of England Mayoral Combined Authority and operates within the Subsidy Control framework. Support delivered through the programme complies with the Subsidy Control Act 2022, utilising the Minimal Financial Assistance (MFA) exemption. Under this exemption, an undertaking can receive up to £315,000 of MFA within the current and previous two financial years combined. We are required to ensure that public funding is compliant with the principles established in this Act. As part of the HR Essentials Programme, you will receive support valued at £3,125, including an HR audit, 1-2-1 consultancy, and workshops. You will receive a letter at the end of the project to confirm the subsidy allocation at the end of the project. You may need to declare this amount to any other UK public body that provides aid or in response to an audit or investigation requesting details of Subsidy/Minimal Financial Assistance your business has received. We strongly recommend that you keep a record of this support for future reference.

Declaration:

Please complete the declaration below, which will be used to assess your eligibility to receive assistance. When completing this, you should consider any other Minimal Financial Assistance (MFA), Small Amounts of Financial Assistance or De Minimis Aid your business has received from any public body in the current and previous three financial years, and will not, if HR Essentials support is awarded, exceed the limit of £315,000 of such public funding over the relevant three-year period.
I confirm that I am authorised to sign this declaration as an owner, director, or officer of the business. I acknowledge the requirements outlined in section 36(1) of the Subsidy Control Act 2022. I also understand that if the total value of support received by my business exceeds £315,000, we will not be eligible for further aid under section 36(1) of the Subsidy Control Act 2022. By signing this form, I confirm that my business has been informed of and accepts that the approximate value of the Subsidy/Minimal Financial Assistance we are receiving through the HR Essentials Programme is £3,125.*
